President
Paul Moist is President Emeritus of the Canadian Union of Public Employees (CUPE), Canada’s largest union with over 750,000 members. Paul was CUPE’s 5 th National President, he was elected in 2003 and served untilhis retirement in November 2015. He worked for CUPE for 32 years and was a CUPE member for 40 years. Paul has served since 2016 as a Worker Representative in the Canada Industrial Relations Board (CIRB). He is a member of the Board of Directors of the Bruce and Anne Oake Memorial Foundation. In 2023 he was appointed to the Manitoba Hydro Board of Directors. He is a volunteer Runner, working a weekly shift at Cancer Care Manitoba. In 2024 Paul was elected as the President of the Manitoba Federation of Union Retirees (MFUR). He is a graduate of the University of Manitoba and lives in Winnipeg. Vice-President
Sandra became a union activist when, following University, she was employed by Manitoba Hydro in the Generation Projects Division as a member of CUPE Local 998. While a member of Local 998, she served on the Executive and a number of Local Committees, including the Negotiating Committee, the Grievance Committee and the Newsletter Committee. She also served on the Executive of the Winnipeg Labour Council, chaired the Manitoba Federation of Labour’s (MFL) Equal Rights Committee and served on the MFL’s Pension and Education Committees. As chair of the MFL Equal Rights Committee, she was a member of the CLC’s Women’s Committee. During her time with CUPE Local 998, Sandra graduated from the Labour College of Canada’s 8 week program at the University of Ottawa and the University of Manitoba’s Labour Management Certificate Program. In 1981, she was employed as a CUPE National Servicing Representative assigned to numerous CUPE Locals. In 2000 and 2001, she was seconded to CUPE’s National Office in Ottawa as an Assistant Managing Director in the Organizing and Servicing Department, and in 2002, she was the successful applicant for the position of Regional Director for CUPE in Manitoba, retiring from that position in March 2013. From 2008 – 2023, Sandra was an Employee Representative on the Manitoba Labour Board and was Chair of the 2014 United Way of Winnipeg’s Campaign. She has been a part-time Commissioner on the Automobile Injury Compensation Appeal Commission (AICAC) since 2006 and a member of the Law Society of Manitoba’s Discipline Committee since 2015.
Treasurer
Lisa is a retired MGEU Home Care worker. She started her Union activism during the 1996 Home Care Strike that successfully saved the Manitoba Home Care Program from being privatized. As an MGEU member, she was totally committed and involved, taking all Labour courses that were made available to her through the Union movement. She graduated from CLC Labour College - Class of 2005. She was a Worker Safety and Health representative until she retired. She was a long-standing Executive member of her Local, retiring as VP of her Local and Component. She was also on the Winnipeg Labour Council executive from 1999 to 2013. Lisa served on various standing committees throughout the years including, MGEU Safety & Health, MGEU and MFL Human Rights, as well as MFL WCB - fulfilling several terms on each of these committees. Lisa has been a member of the Manitoba Federation of Union Retirees since 2008 while she was still working. She attended her first in-person meeting in January 2015. Since 2017 she has been the Treasurer for MFUR. Lisa continues to be active in her community. She is a Member-At-Large in the St. Vital constituency of the Manitoba New Democratic Party (NDP). She is also a member of the Manitoba NDP Seniors committee and is on the Manitoba Right to Housing Seniors Working Committee. She is also on the executive of the Manitoba Health Coalition. She is also a volunteer member with Manitoba’s Shared Health Patient/Caregiver Advisory Network.
Recording Secretary
Sylvia started her career as a member of the Public Service Alliance of Canada (PSAC) where she worked in Veterans Affairs as a Benefit Analyst. During that time, she held various positions both Locally and Regionally within PSAC. In 1985, Sylvia moved from Veterans Affairs to the United Way of Winnipeg as the Director of Labour Services. She was a member of one of the last Direct Charters of the CLC and later a member of GCIU while at the United Way. In 1995, she accepted the position of Executive Director with the Manitoba Federation of Labour (MFL) where she was a member of USWA. In 2016 Sylvia retired from the MFL and continued to serve on the Board of Workers Compensation as a Worker Representative until June 2024.

Pat McDonnell has been active for decades in the union movement. He became a member of the MGEU when he was employed by the Department of Education as an instructor at Red River Community College. He ran for Vice President/Negotiator of his local and became committed to the union movement. He was successful in his bid for area director and for Provincial 1st Vice President. He left teaching and took employment with the union handling grievances and negotiations. Pat served on NUPGE national committees as well as CLC national committees primarily the Apprenticeship, workplace training and public education committees. He also served the labour movement on the Manitoba Apprenticeship Board and the Canadian Apprenticeship Forum.

Arlene was a CUPE member for 28 years while employed at Manitoba Hydro as a Technical Assistant. For fifteen years, she served in many capacities with CUPE Local 998 including Vice-president for six years. She also served for a decade on both the CUPE National Women’s Committee and the Manitoba Federation of Labour Women’s Committee, as well as seven years as Recording Secretary with the Winnipeg Labour Council Arlene has been a member of MFUR for eight years and currently serves as the Provincial Representative for the Manitoba NDP in Riel. She is the mother of three and grandmother of 2. Arlene enjoys art, gardening and travel.
